Note:
a  The average value of high-income countries in 2000 is used as the baseline value for the evaluation over 1970-2000. The average value of high-income countries of the year concerned is used as the baseline value for the evaluation of 2001 and beyond.
b  Evaluation for the year 2010 is done with the average value of high-income countries for the year as the baseline value. This is the result of the evaluation that is based on the first model of second modernization evaluation. See Technical Notes for details.
